After a tragic murder of an elderly resident of Toms River who opened her door to a salesman who has been accused of the killing, Dover Township Council passed an ordinance requiring that such sales people register with the Township and be licensed before making door-to-door solicitations. Employees of licensed door-to-door enterprises will be processed through criminal history background checks by the Chief of Police.
