Berkeley Township challenged the Dover Township Planning Board’s “courtesy” site plan review on September 6th,2006 of a proposed off track wagering facility on Route 37 West, near the Berkeley boundary. State voters approved off track wagering in 1996. The proposed 759 seat facility in the old Grand Union building would have a bar and a restaurant along with wagering options. The Berkeley mayor questions whether this was the intention of the statute and whether adequate notice was given residents to object.
